Huang Chunfa, secretary of the Party branch and director of the village committee, has suffered from poliomyelitis since his childhood and is disabled in legs.
However, he has developed a remote and impoverished mountain village into a beautiful and strong one with his perseverance and responsibility in his 20-year career as a village official, though he is not as healthy as normal people.

Cement roads are crisscross, clean and even around the village, and villagers’ new houses are surrounded by clear water and verdant mountains, creating pastoral scenery with tranquility and harmony.
Previously, villagers had no rules for building houses due to the lack of effective planning. The narrow village roads twisted and the houses were rugged in different heights.
In 2013, Huang Chunfa and other village officials decided to build a beautiful village by standardizing the construction of rural houses, and altering and dismantling vacant houses to improve the appearance and create a livable village.
Huang Chunfa pays door-to-door visits to pave the way for further development.
In order to complete the demolition of old houses, Huang Chunfa and other village officials paid door-to-door visits to pave the way for further development. They leveled more than 3,000 square meters of land and planned 22 modern houses through great efforts.
For the purpose of facilitating the decoration of villagers, Huang paid more than 200,000 yuan in advance to purchase ceramic tiles for villagers.
The alteration of houses and roads were carried out concurrently. In 2014, the village raised over one million yuan and built a 1.5-kilometer-long road around the village through the multi-party coordination by Huang, forming a convenient traffic network in the village.
Huang said that they were still stressful even though they gained support from the masses. It was because the demolition involved the interests of each household.
Huang Chunfa practices mass work regardless of physical disability.
Villager Chen Liyue said that the village had seen great changes over these years. With the improvement of leisure and recreational facilities, the elderly can enjoy open-air fitness dancing and children can get a place to play here with great happiness.
As the appearance of village was improved, Huang turned attention to industrial development and finally decided to transfer abandoned farmland into rice growing land.
Huang said that they reclaimed all the farmland abandoned by villagers and adopted the model of “cooperative, base, villager” after the transfer of land. Up to now, they have developed a rice planting area of more than 1,000 mu (about 66.7 hectares) with an annual income of 700,000 to 800,000 yuan.

The rice planting on a large-scale requires considerable labor. The village established Yuanlong Agricultural Machinery Professional Cooperative last year to save labor costs and improve agricultural production efficiency.
The village also mobilized more than 30 villagers to participate in, invested more than one million yuan, purchased 14 sets of agricultural machinery devices including cultivator, transplanter, harvester, large dryer and unmanned machine.
Besides, it carried out regular mechanical operation training to realize the mechanized process of rice cultivation, fertilization, harvesting and drying.
Thus, the villagers became new professional farmers and undertook business in the surrounding villages and towns on a regular basis with an annual income increase of 20,000 to 30,000 yuan.
Baishi Village was rated as a “national civilized village” in 2020, and Huang Chunfa successively won such honors as “One-Hundred Sunshine Wealth Leaders (demonstration households) in Hunan Province”, “Excellent Communist Party Member in Chenzhou City”, “Top Ten Workers of Excellent Village Party Branch Secretary” in the county, “Excellent Party Branch Secretary”, etc.
With the great changes in Baishi Village, there is no change in Huang’s original intention of leading villagers to get wealthier and make his hometown more beautiful. He never stops his steps to go ahead.
Huang Chunfa and villagers are filled with happiness when they see the village getting better and better.
